IBM tried to make VAC 3.00 multi-language capable but there are some shortcomings that make it preferrable to stick to english.
For example the Filefind Dialog, that finds VAC projects from type will only work when english language setting is enabled.

Here is a workaround that should work for spanish,italian,german,japanese,chinese,taiwanese:

For spanish:
1.) change to directory ibmcpp\dll
2.) backup file iwfr034.dll
3.) unlock file iwfr034.dll (using a utility like emxupd.exe from the emx package)
4.) copy iwfr001.dll to iwfr034.dll

For italian:
1.) change to directory ibmcpp\dll
2.) backup file iwfr039.dll
3.) unlock file iwfr039.dll (using a utility like emxupd.exe from the emx package)
4.) copy iwfr001.dll to iwfr039.dll

For german:
1.) change to directory ibmcpp\dll
2.) backup file iwfr049.dll
3.) unlock file iwfr049.dll (using a utility like emxupd.exe from the emx package)
4.) copy iwfr001.dll to iwfr049.dll

For japanese:
1.) change to directory ibmcpp\dll
2.) backup file iwfr081.dll
3.) unlock file iwfr081.dll (using a utility like emxupd.exe from the emx package)
4.) copy iwfr001.dll to iwfr081.dll

For chinese:
1.) change to directory ibmcpp\dll
2.) backup file iwfr086.dll
3.) unlock file iwfr086.dll (using a utility like emxupd.exe from the emx package)
4.) copy iwfr001.dll to iwfr086.dll

For taiwanese:
1.) change to directory ibmcpp\dll
2.) backup file iwfr088.dll
3.) unlock file iwfr088.dll (using a utility like emxupd.exe from the emx package)
4.) copy iwfr001.dll to iwfr088.dll





